[Sincere] My new neighbor starts his bike and sits in the driveway revving the engine for a while. Is this a necessary part warming up the bike?

I don’t know much about motorcycles, but my new next door neighbor has a Harley that is his primary vehicle. He starts it early every morning and sits in the driveway letting it idle for a few minutes and revving it every so often. It’s loud enough to wake up everyone in our house. Is this a necessary part of the start up process or is he just showing off?
