Brake problem in CBR650F ABS - lever initially sinks then works normally

My 2016 CBR650F abs is having a problem lately. When i pull the front brake lever, the brake bites (although not strongly), but the lever keeps sinking till reaching almost to the handle grip (1/4 inch gap only) then it bites strongly again at that position. If i pump the brake again. Brake bites at initial bite point (where it should be, without sinking further). If i dont apply brake for some time. Same problem returns. Brake sinks on initial application. But works fine after pumping. Interesting thing is if i keep my lever pressed after it had sunk. Brake keeps working fine. All i have to do is to keep the lever at that sunk positiom (1/4 inch gap from handle bar). I have changed master cylinder, bled the brake lines 3 times. Still not working. ABS light is off. And abs is working fine and preventing wheel lockup under hard braking.
