Melted plastic on downpipes - Removal tips?

Went for a ride on a particularly hot day a few weeks back and came back with a souvenir in the form of what I assume was a plastic bag, now well and truly acquainted with my downpipes.I've seen various solutions online, from tinfoil/oven cleaner to heated steel wool.
