Best cities in the US for tracks and riding?

I am looking to relocate in the near future and have been searching around the US to find the best place to live for track days and racing organizations. Id be looking for the ability to ride year round, a decent selection of good tracks, and fairly affordable cost of living so I can have more money for track related expenses. I don't plan to ride street much, if at all, so canyons aren't a huge need.
