Stupid Question, but how does one become a Moto3 rider?

I feel like it's my calling, also as there no Indians in Moto3 I want to make my Country proud. I'm will take my FMSCI license by the end of 2020 So is there anyway for me to get into Moto3 P.S I'm 15 at the moment so I'm guessing I have time to practice
