I've called every dealer in a 50 mile radius from my home and none of them offer test rides. Is this normal?

This is in southern California for reference. I'm in the market for a new bike but I'm not really sure what I want yet. I thought it would be a simple matter to test ride a few that I am interested in, but apparently I was very wrong. Some of the people I spoke to sounded like they were offended I even asked if they offered test rides. One dealer told me I could only test ride their used inventory, and only if I went through the sales process and had my credit checked to ensure I would be able to afford it.Is this just how motorcycle dealers are?
