Boots don’t fit under shift pedal


I bought my boyfriend some new boots as his were cheap and not lasting very well. But he tried wearing them today and he said he couldn’t get his foot under the shift pedal at all and they’re too thick. He’s pretty new to bikes still as he’s a learner, but I did a bit of digging and I found that it looks like it’s possible to adjust the angle of the shift pedal on most bikes.I’ve looked online for his particular model of bike to see what he would need to do but there don’t seem to be many clear instructions but before we do anything I wanted to see if that’s likely to be the issue? It seemed odd to me that any motorcycle boots would be too big to fit under the pedal and I don’t want to return them if there’s a simple fix.
