Bike loses RPMs at 10k as more throttle is given, falls to 9k as throttle increases, then backfires a large fireball


So as the title says, that happens. After it falls back to 9k the fireball comes and spiked the RPMs back to 10k and it keeps climbing, but that isn't right. I have no idea what could be causing this. I thought maybe a fuel line. Here are some pictures, additional description on imgur. 2007 CBR1000rrImage 1: This is near the bottom of the fuel tank. It leads back to the main fuel line, at a T intersection. It isn't connected on the bottom, I found it sitting there.Image 2: This hose is broken on the right side. I believe it should connect, but one side is flat and the right side looks torn.Image 3: Closeup image of above. It also connects to the main fuel line. Doesn't leak any fuel anywhere from any of these hoses, so I don't know if they are causing the issues or not.The bike has 31.2k miles, so it is almost due for it's service which includes a valve job.
