Should I buy this 2007 GSXR?

I've been in the market for a new to me bike for a couple years after I sold my Aprilia SXV550 so I'm constantly on Craigslist looking for deals and I saw this 07 GSXR 600 with a little less than 21k on it for $3800. I'm not super familiar with Suzuki's in general but I've always heard great things about GSXR's. However, there are a couple caveats with this one. In this picture[https://imgur.com/a/vkoUEZL] you can see the fairing is split in half and there is a pretty nasty scrape on the engine case. He said the bike was only dropped when working on it... This one[https://imgur.com/a/KoEFGqQ] you can see more fairing damage and this[https://imgur.com/a/TZOF2Ez] you can see the scraped up muffler but I also think there is a crack in that bottom fairing to the right of the bolt in the picture. Should I just go in with a lowball offer and point out it'll need all new fairings, the engine case, a set of tires etc.?
