Help With Motorcycle Terminology

Hello, my mother tongue is not English, sorry for it. I would like to buy one of these (one that's not broken) to attach my horn properly, but I don't know the term to search for it in online shops. I tried "horn holder", but it don't work. What is it called? Also what is this called (I mean the black, broken, insulator, rubber-type part, that is broken)?I am sorry for the inconvenience, but I really not know the termonilogy for these parts, as we don't get taught this in school.
