Can anyone explain how Quartararo got signed to MotoGP?

I get that he dominated Spanish moto classes as a kid, but he's had almost 4 years in Moto2 and Moto3, and hasn't produced many results, just 1 win and 4 podiums in 60 races. What other factors were Petronas Yamaha looking at when they signed him?
