Bought or built?

Hey guys! So I am working on a cx500 project and thought about an interesting question. When is a motorcycle considered bought vs built?For example if someone is getting the painting,welding and whatever else done by someone else. Can they claim that they built their bike? Would that be considered as buying their bike?Let me know what your guys opinions are!
