Are 2-stroke 125cc bikes good for commuting?

Hi, aspiring biker here. There's a 2 stroke 125 cc modified Kawasaki HD3 that im interested in.but i see foreign (mostly american) reviews online about 2 stroke 300 cc bikes saying they're terrible for commuting.I'm not into offroad or street racing, i just want to ride a bike to work and home.
