Why was Quartararo chosen

I was looking up a few of my favorite riders and most had won championships in moto2 or moto3, but Rins and Quartararo had not. Now, Rins record was pretty decent; Quartararo has more podiums in hist first season in MotoGP than he did in the previous 5 years (source: https://en.wikipedia.org/wiki/Fabio_Quartararo). It's obvious he has talent and lots of it, but his moto2/moto3 records were dismal, so what did the team see in him?
