Why does MotoGP count titles from the lower classes and why do people take issue with it?

So, apparently other sports don't count titles from their lower classes, while MotoGP does it, does anyone why they count them all? Also, why do some people have a problem with doing that? I see people complaining about it fairly frequently here.

I googled but found nothing related to my question and Wikipedia doesn't mention anything about this either other than all classes have official status.
