Videopass cheaper outside of the UK?

My dad, who lives in the USA, sent me a text telling me that videopass is on sale, €139 for the season, instead of the usual €199. Is this because he's never had the videopass before, or because he's in the USA and I'm in England? I'd really like to take advantage of that deal, but I'm just not seeing it on my end. Does anyone else know anything about this?
