Minimal Work on a Virago?

Hi all, hopefully this is an ok place to ask this question. I'm very new to motorcycles but have too much time on my hands and am wondering the minimal amount of work/money it takes to make a 1982 750 virago start looking like a cafe racer. The bike in question is only $400 and only needs a carb rebuild (supposedly) so initial price is pretty small. The only tool I dont readily have available to me is a welder.
