Best bikes to use as a starter bike for a Cafe Racer?

I’d love your opinion based on experience. If budget isn’t too much of an issue, what would be a good starter for building a Cafe Racer. I like the Triumph, Norton’s, and Harley Cafe Racers. I’m also a fan of the fat wheels front and back.
